Basements are a different problem than garages — the traffic is lighter, but the slab itself is the risk. A basement poured without a proper vapor barrier can have moisture moving up through the concrete slowly enough that the surface feels bone dry to the touch, while that moisture is still enough to break the bond between the slab and a coating from underneath. That failure shows up as bubbling or peeling that has nothing to do with how the coating was applied.
A shop floor is closer to a garage in what it takes — heavier point loads from equipment, more consistent chemical exposure, less concern about vehicle tires and more about dropped tools and standing puddles of whatever the shop works with. Both get the same starting point: grind and assess the slab, test for moisture where the situation calls for it, and repair any cracks or pitting before a system goes on.
